Subsequent citations in footnotes

I'm using Mendeley desktop, with Mendeley plugin for Libreoffice. My citation style is MHRA. The citations are inserted into the footnotes correctly. However, it is inconsistent in its application of the short-form version of the citation used for subsequent citations. Sometimes the short-form will be applied correctly, but sometimes the short-form will be applied to the first citation, with say the second or even third citation being the one where it is displayed in full. The problem is sometimes remedied when the citations are refreshed, but sometimes that will just lead to more problems, or take a sequence of citations that are correction and put the long-form citation in the wrong place where it was right previously. I have tried reentering the citations, but the problem remains. Has anyone else had this problem?
